Who We Are

Bernadette Victorio is an international development and sustainablefinance specialist with a proven track record in implementing initiativesin a variety of management, strategic advisory, and policy advocacy roles. Shehas driven multi-country, multi-partner programs with a focus on Asia Pacificin organizations including the Asian Development Bank Institute, GermanInternational Cooperation Agency, and Alliance for Financial Inclusion.Bernadette is a seasoned leader in strategy design and implementation,institutional capacity strengthening, civic action, and policy influencing insustainable and inclusive finance, business and human rights, social equity indevelopment, and gender-transformative investments. Her passion for genderequality is a defining value and key guiding principle in her personal andprofessional life. She aims to enable more female voices and leaders to takeprominent roles in shaping sustainable, inclusive, and equitable financialsector policies and practices and is dedicated to supporting female-driveninitiatives, peers, leaders, disruptors, and pioneers.

Bernadette has lived and worked across highly diverse development andcultural contexts in Asia including in the Philippines, Cambodia, Japan,Malaysia, and Thailand. She also worked extensively on assignments to otherregions, including Africa, Latin America, and the Pacific. Currently,Bernadette leads Oxfam's regional program, Fair Finance Asia, which spans tencountries and over 90 civil society organizations as partners in acceleratingpolicy implementation and action on sustainable finance and responsiblecross-border investments across Asia. She holds a master's degree ininternational development from the International University of Japan.
